The functional framework of the Public Service Commission is defined by articles 124 and 125 of the Constitution, the provisions of which regulate important issues concerning its formation and independence, by the Public Service Laws, the Evaluation of Candidates for Appointment in the Public Service Laws and the relevant Regulations. The main functions of the Commission are as follows:


    • Appointments
    • Promotions
    • Transfers
    • Confirmations of appointments

    • Resignations
    • Retirements
    • Acting Appointments
    • Secondments
    • Exercise of disciplinary control over public officers


Furthermore, in accordance with the provisions of article 4 of the Political Rights of Public Officers, Educational Officers, Municipal Officers, Community Officers and Officers of Legal Entities Law (102(I)/2015), the Commission approves requests by public officers, who hold position with a salary scale higher than the A7 scale, in order to claim or hold office in a political party.

Also, in accordance with the provisions of the Law that provides for the secondments of employees of the Public Service and Legal Entities of Public Law (L.47(I)/2017), the Commission decides on the secondments of public service officers to legal entities and employees of legal entities to the public service, as well as from one Legal Entity of Public Law to another.

Finally, it should be mentioned during the procedure for filling of First Entry posts, the Commission applies the provisions of the Recruitment of Persons with Disabilities in the Public Sector (Special Provisions) Law of 2009 (L.146(I)/09), since in the case of filling posts in the entry grade the 10% of the number of those posts, where this can be applied based on the number of posts to be filled, is reserved for people with disabilities.
